This is cropped out of soft focus picture of the neck feathers of a golden eagle; then deliberately over sharpened.
A layer added behind to unify the colour.

Nice alternative look at a golden eagle. I think the picture would be more dynamic if the focus weren't quite so close to the edge of the frame, but I like the idea.

I agree on the focus- but any other crop would have shown the edge of the eagle's face which in the photo is extremely foreshortened- I wish I had taken more pictures of this one...but he flew into the lion's cage last month and got eaten by a lioness.
